[PATCH] Enables lock work under the other 'OS'

os.symlink is not supported under Windows. This patch
introduces util.mklockf, util.getlowner that use
regular files under Winodws but symlink under unix.
tweaked by mpm:
- changed function names
- fixed to work on UNIX
