extdiff: un-nested two functions
The functions in extdiff that create temporary repo copies for are useful in other extensions, so the change moves them at the module level.
Basic install:
$ make # see install targets
$ make install # do a system-wide install
$ hg debuginstall # sanity-check setup
$ hg # see help
