[PATCH] Harden os.system

Add util.system function. This is similar to os.system, but will
either succeed (if the process finishes with a zero exit code) or raise
a util.CommandError (if the process exits uncleanly or is killed by
a signal).
Add util.explain_exit function. This tends to be ubiquitous in code
that calls other processes, and must describe what has gone wrong.
Change some uses of os.system over to util.system.

DESCRIPTION

The hgmerge(1) command provides a graphical interface to merge files in the
Mercurial system. It is a simple wrapper around kdiff3, merge(1) and tkdiff(1),
or simply diff(1) and patch(1) depending on what is present on the system.
hgmerge(1) is used by the Mercurial SCM if the environment variable HGMERGE is
not set.
