hgweb: Added safety net for PATH_INFO starting with double slash.
This happens e.g. when using the following apache config:
RewriteRule (.*) /hgwebdir/$1 [PT]
instead of the less readable (but more correct):
RewriteRule (.*) /hgwebdir$1 [PT]
