SSL: guarded SSL_R_NO_CIPHERS_PASSED not present in OpenSSL 1.1.0.
It was removed in OpenSSL 1.1.0 Beta 3 (pre-release 6). It was
not used since OpenSSL 1.0.1n and 1.0.2b.
